Increases annual license fees for cosmetology establishments from $25 to $150 per year and for schools of cosmetology from $100 to $250 per year

Sets the annual license fee for individual cosmetologists, manicurists, natural hair culturists, estheticians, electrologists, and instructors at $42 per year

Adds a new licensing category for secondary school facilities with a $100 application fee and $200 annual license fee

Authorizes the department to increase fees annually by up to the same percentage as classified civil service employee wage increases

Requires the department to provide a complete fee schedule to budget officials and legislative appropriations committees by August 1 each year

Takes effect only if HB 4692 of the 103rd Legislature is also enacted into law
