Authorizes the State Administrative Board to convey or transfer state-owned property in the Village of Peck, Sanilac County, consisting of a portion of Lot 12, Block 5 in Dawson's Addition (approximately 36.5 feet by 66 feet)

Grants the Village of Peck first right to purchase the property at fair market value for 2 years after the act takes effect

Allows sale through competitive bidding, public auction, real estate brokerage, value-for-value negotiation, or transfer to the State Land Bank Authority if the village declines to purchase

Permits sale to local governments at below fair market value if the property is used exclusively for public purposes such as government administration, law enforcement, public education, parks, or public health

Requires local governments purchasing at below fair market value to offer the property back to the state at the original sale price before reselling within 30 years, with net revenue from any sale deposited into the state general fund
