Increases the marriage license fee from $20.00 to $50.00 for residents of Michigan

Raises the additional fee for non-resident couples from $10.00 to $25.00

Maintains the existing requirement that $15.00 of each fee collected be allocated to circuit court family counseling services, including counseling for domestic violence and child abuse

Allows charter counties with populations over 1,500,000 to set different marriage license fees by ordinance, provided fees do not exceed the cost of the service

Clarifies language throughout the statute by adding "marriage" before references to licenses and updating terminology
