Creates a Tricare premium reimbursement program administered by the Department of Military and Veterans Affairs

Provides grants to Michigan National Guard members to reimburse premiums paid for individual coverage under the Tricare reserve select program and/or Tricare dental program

Limits eligibility to National Guard members not on active duty and not covered by traditional assistance management programs, employer health insurance, or private market plans

Requires eligible recipients to submit applications through a form determined by the department, which must be made available on the department's website

Directs the department to promulgate rules to implement the program under the Administrative Procedures Act of 1969
