Replaces the existing flat penalty structure for insurance fraud with a tiered system based on claim amounts and number of fraudulent claims

Creates a misdemeanor offense (up to 1 year imprisonment, $2,000 fine or 3x claim amount) for fraudulent claims under $1,000 or involving fewer than 5 claims

Establishes escalating felony penalties: up to 5 years for claims $1,000-$20,000; up to 10 years for $20,000-$50,000; up to 15 years for $50,000-$100,000; up to 20 years for claims $100,000 or more

Increases penalties for conspiracy to commit insurance fraud and for offenders with prior convictions under the same statute

Allows aggregation of fraudulent claims made within any 12-month period as part of a scheme to determine total amount for penalty purposes
