Removes arson in the fourth degree (section 77) from the list of arson-related offenses qualifying as racketeering predicates

Updates subdivision lettering throughout the statute to accommodate the newly added offenses while maintaining existing racketeering predicates covering crimes like drug trafficking, fraud, human trafficking, robbery, and money laundering

Takes effect 90 days after enactment into law
