Amends the Insurance Code to clarify that civil fines for violations related to insurance producer conduct (section 4503) may be imposed in addition to, rather than instead of, penalties or restitution under section 4511

Maintains existing fine structure: up to $1,000 per violation, or up to $5,000 per violation if the person knew or should have known they were violating the law

Preserves the $50,000 cap on total civil fines per order from the insurance director

Retains authority for the director to suspend, limit, or revoke licenses and impose $20,000 fines for knowingly violating cease and desist orders
