Creates new licensing requirements for supplemental nursing services agencies (temporary staffing agencies that provide nurses, nursing assistants, nurse aides, and orderlies to health facilities)

Caps the rate supplemental nursing services agencies can charge health facilities at 25% above the hourly wage paid to the temporary worker, excluding actual travel and housing costs

Prohibits staffing agencies from restricting employment opportunities of their workers or requiring payment of fees if a health facility hires one of their temporary workers directly

Requires supplemental nursing services agencies to submit quarterly reports to the department listing average amounts charged to Medicare/Medicaid participating facilities and average amounts paid to workers by employee category

Sets initial licensure application fee at $2,000 and annual license renewal fee at $2,000 per agency, with a 6-month enforcement delay after the act takes effect
