Authorizes the State Administrative Board to convey approximately 0.586 acres of state-owned property at 345 Northland Drive, NE in Rockford, Kent County, currently under Department of State Police jurisdiction

Permits conveyance through multiple methods including competitive public sale at fair market value, sale to local governments, jurisdictional transfer to another state agency, or property trade of reasonably equal value

Allows sale to local governments at below fair market value if the property is used exclusively for public purposes (government administration, law enforcement, parks, education, etc.) for 30 years

Requires the state to retain rights to 50% of gross revenue if any purchaser develops oil, gas, or minerals on the property, and reserves aboriginal antiquities with access rights for archaeological purposes

Net revenue from the sale must be deposited into the state general fund after deducting administrative costs, environmental remediation, legal fees, and other sale-related expenses
