Prohibits employees of professional guardians or conservators from independently making medical, psychological, financial, legal, or housing decisions for wards unless licensed under the new requirements

Adds licensed individual professional guardians and conservators to the priority list for court appointments, below relatives but above any other suitable person

Establishes that professional guardian organizations must either be licensed themselves or employ licensed individuals to serve in these fiduciary capacities
