Updates the Social Welfare Act to modernize language regarding consent for medical or surgical treatment for individuals who cannot make their own decisions

Expands the list of persons who can provide written consent to include patient advocates designated under the Estates and Protected Individuals Code, appointed guardians under Article V of that code, and surrogates designated under section 5602

Removes "nearest relative" from the list of authorized consent providers, replacing it with legally recognized decision-makers

Maintains existing protections preventing state or department officials from compelling any individual to undergo surgery or medical treatment against their wishes

Takes effect only if Senate Bill No. ____ (request no. S01584'25) or House Bill No. 4418 of the 103rd Legislature is also enacted into law
