Establishes a weight-distance fee of $0.0285 per mile for motor vehicles with a combined weight of 59,999 pounds or more operating on Michigan public highways, effective January 1, 2027

Creates an optional 10-day unlimited-mile pass for $40.00 that exempts vehicles from both the reporting requirement and weight-distance fee during that period

Imposes a fine of 2% of the estimated fee or $100 (whichever is greater) for failing to report, and a 50% penalty for intentionally misrepresenting miles driven

Assesses late payment penalties of 2% per 30 days (capped at 20%, minimum $10), with unpaid fines accruing interest at the adjusted prime rate
