Establishes environmental justice requirements for permit applications affecting "overburdened communities" - census block groups with median household income at or below 65% of statewide median and meeting thresholds for low-income households (35%+), minority residents (20%+), limited English proficiency households (15%+), or containing American Indian land

Requires permit applicants for facilities in overburdened communities to prepare an environmental justice impact assessment analyzing existing environmental/public health stressors, community characteristics, and potential adverse impacts before applications can be considered complete

Mandates public hearings in overburdened communities with 60-day advance notice in local newspapers, submission of written/oral comments, and a 45-day waiting period after hearings before permit decisions

Authorizes the Department of Environment, Great Lakes, and Energy to deny permits if approval would be "discriminatory" (causing cumulative environmental or health stressors above state or county levels), unless the facility serves a compelling public interest with no less discriminatory alternative

Repeals the Environmental Permit Review Commission (sections 1313-1317) and requires EGLE to promulgate implementing rules within one year and publish/update a list of overburdened communities at least every two years
