Amends automatic voter registration procedures at the Secretary of State's office to only automatically register individuals who have provided documentation demonstrating U.S. citizenship when applying for driver's licenses or state identification cards

Requires the voter registration application to include a statement informing applicants they must submit satisfactory evidence of citizenship and that their application will not be processed until such evidence is provided

Exempts evidence of United States citizenship from public disclosure under the Freedom of Information Act as part of voter registration records

Applies citizenship documentation requirements to electronic voter registration submitted through the Secretary of State's website
