Establishes civil fines of up to $2,000 per day of violation, with courts considering factors including severity, economic impact on violator, good-faith compliance efforts, and deterrent effect

Requires the Department of Environment, Great Lakes, and Energy to administer and enforce the law, maintain a public website summary of prohibitions, and provide a means for reporting violations

Mandates annual reports beginning July 1, 2028 to legislative committees on enforcement activities and progress toward the law's goals
