Requires the Department of Environment, Great Lakes, and Energy to develop a statewide microplastics research and monitoring plan to assess microplastics occurrence in plants, animals, the Great Lakes, and drinking water, and their impacts on human and animal health

Authorizes the department to contract with Michigan research institutions including Grand Valley State University, Michigan State University, University of Michigan, and Wayne State University for research services

Mandates the plan include baseline microplastic concentrations in the Great Lakes, sampling methods consistent with federal and international standards, investigation of microplastic sources and pathways, and long-term reduction strategies updated annually

Requires submission of the plan to the legislature by July 1, 2026, implementation by July 1, 2028 (subject to available funding), and an implementation progress report by January 30, 2029

Defines microplastics as solid plastic particles measuring less than 5 millimeters that may contain chemical additives, excluding naturally occurring non-chemically modified polymers
