Prohibits landlords from charging prospective tenants any pre-tenancy fees, including wait list fees, holding fees, pet application fees, unit touring fees, move-in fees, and similar charges collected before signing a lease

Caps rental application fees at $50.00 maximum, with the fee amount required to be disclosed in rental advertisements, postings, or on the landlord's website

Requires landlords to refund the rental application fee within 60 days if a prospective tenant's application is denied

Establishes civil penalties for violations: up to $500 for a first offense and at least $1,000 for subsequent violations

Authorizes courts to order landlords to pay the tenant's reasonable attorney fees and litigation costs in addition to civil fines
