Requires the auditor general to conduct annual audits of all disbursements from the Strategic Outreach and Attraction Reserve (SOAR) fund and related economic development programs

Audits must verify whether clawback repayments have been properly deposited in the general fund, whether unexpended funds have reverted to the general fund, and whether canceled or paused projects have had their funds properly returned

Adds SOAR fund and SOAR programs (Critical Industry Program and Michigan Strategic Site Readiness Program) to the list of economic development incentives subject to evaluation under the Economic Development Incentive Evaluation Act

Audit findings must be submitted within 30 days to the Department of Treasury, Michigan Strategic Fund, legislative fiscal agencies, and appropriations committees, and published on the auditor general's website

Requires the Department of Treasury and Strategic Fund to take all necessary actions to recover and return funds identified in the audit as improperly held or unspent
