Creates the Upper Peninsula Natural Resources Commission as a new body within Michigan's natural resources governance structure

Commission members appointed by the governor with senate consent, consisting of representatives nominated by Upper Peninsula state legislators (one from each House member's list, two from each Senate member's list, and two from a joint list)

Members serve 2-year terms without compensation but may receive reimbursement for expenses; no more than half of commission members may belong to the same political party

Grants the commission authority to issue orders or promulgate rules regarding hunting and sport fishing that impact only the Upper Peninsula or have no significant impact outside the region
