Creates the "Securing Access to Vibrant, Enlightening Education and Local Media Outlets Act" establishing a grant program administered by the Department of Education for public broadcast stations in Michigan

Public broadcast stations must apply between January 2 and March 15 each year, with approval or denial decisions issued by June 15

Grant applications must include documentation of the station's mission, Michigan-based operations, financial need (including any reduction in federal support), proposed use of funds, and financial statements

Individual grants are capped at $1,500,000 and must be used to sustain or expand public media services including programming, staffing, technical infrastructure, or outreach

Creates the Public Media Fund in the state treasury and appropriates $13,000,000 from the general fund for fiscal year ending September 30, 2025
