Increases the additional fee for hybrid electric vehicles by $1.25 for each 1 cent the gasoline tax exceeds 19 cents per gallon

Defines "hybrid electric vehicle" as a vehicle powered by an integrated propulsion system consisting of an electric motor and combustion engine, excluding plug-in hybrid vehicles

Maintains existing fee increases for plug-in hybrid electric vehicles ($30/$100 based on weight) and fully electric vehicles ($100/$200 based on weight)

Takes effect 1 year after enactment into law
