Updates the Michigan Vehicle Code to replace references to the "state child abuse and neglect prevention board" with the "children trust Michigan board" in provisions governing children's trust fund-raising license plates.

Changes mandatory language from "shall" to "must" throughout section 811j regarding plate design consultation and fund transfer requirements.

Maintains that the Secretary of State determines fund-raising plate designs after consulting with the renamed board created under the Child Abuse and Neglect Prevention Act of 1982.

Continues directing donations collected through children's trust plates to the Children's Trust Fund for the support and benefit of Michigan children.

Contains a tie bar provision requiring HB 4807 or its Senate companion to be enacted before this bill takes effect.
