Expands the definition of "beer" to include nonalcoholic beer (under 0.5% alcohol by volume, including 0.0%), and authorizes wholesalers to sell nonalcoholic beer to brewers and micro brewers for sale at their tasting rooms

Allows wholesalers to sell beer, wine, mixed wine drinks, and mixed spirit drinks to additional entities including border stores, airport stores, and trade associations exempt from taxation under section 501(c)(6) of the Internal Revenue Code

Permits vendors to provide philanthropic gifts, sponsorship payments, and advertising signage (including illuminated signs at sports venues) to Michigan 2- or 4-year colleges and universities that hold retail liquor licenses

Establishes escalating administrative fees ($50 to $250) for retailers whose payments to wholesalers are dishonored by financial institutions, with a mandatory 14-day license suspension after 6 dishonored payments within 12 consecutive months

Allows micro brewers and brewers to provide beer samples to employees of other brewers or micro brewers for research or education purposes on licensed premises
