Adds new funding allocation for Department of Military and Veterans Affairs to administer recreation passport fee programs, capped at $1,000,000 annually for the first 3 years and $500,000 annually thereafter

Changes revenue distribution formula based on participation rate: if less than 55% of registered vehicles pay the recreation passport fee, 80% of remaining revenue goes to state park improvement account; if 55% or more participate, only 70% goes to state parks

Increases local public recreation facilities fund allocation from 10% to 20% of remaining revenue when participation rate reaches 55% or higher

Eliminates previous separate allocations of 50% for capital improvements and 30% for operations/maintenance, combining them into single percentages based on participation thresholds

Takes effect October 1, 2026 and requires Department of State to report annual participation rates by August 1 each year
