Requires all students entering high school in 2026-2027 and beyond to complete a 2-semester constitutional literacy course (5 periods per week) covering U.S. founding documents, the Constitution, Bill of Rights, Michigan Constitution of 1963, forms of government, and the "dangers of communist and socialist forms of government" as a graduation requirement

Prohibits teaching any aspect of the 1619 Project in the constitutional literacy course and mandates instruction acknowledge Judeo-Christian influence on founding documents, while banning instruction that teaches one race or sex is inherently superior, that individuals bear responsibility for past actions of their race, or that meritocracy is racist

Makes teachers guilty of a misdemeanor with a $5,000 fine for instructing students in "material contrary to what the Constitution of the United States stands for," subject to immediate termination and teaching certificate suspension

Requires teacher preparation programs to offer constitutional literacy instruction by September 30, 2026 or lose approval, and requires all new teachers to demonstrate constitutional proficiency and sign a document acknowledging consequences for unconstitutional instruction

Prohibits state agencies and schools from compelling teachers to affirm beliefs in "systemic racism" or "multiplicity or fluidity of gender identities" against their religious or philosophical convictions
