Extends aircraft registration periods from annual to every 3 years and increases the registration fee rate from 1 cent to 3 cents per pound of maximum gross weight

Authorizes the department to promulgate rules establishing licensing standards for droneports and vertiports, including requirements for physical placement, communication infrastructure, obstruction clearance, visual markings, and security

Replaces police enforcement powers with inspection authority, allowing inspection officers to investigate violations and inspect aeronautical facilities at any time, but removing their law enforcement officer status and arrest powers

Modernizes administrative structure by having the state transportation department appoint the director of aeronautics (previously appointed by the commission) and updates various statutory references to current federal agency names and regulations
