Raises the competitive bidding threshold for local road agency construction projects from $100,000 to $350,000 for individual projects and contiguous project costs

Establishes a $1,350,000 annual cumulative threshold, after which all subsequent construction or preservation projects by a local road agency in that fiscal year require competitive bidding (exempts cities/villages with populations over 500,000)

Exempts installation or upgrading of advanced traffic operation centers, traffic signal systems, and local road resurfacing from competitive bidding requirements

Requires the Michigan Department of Transportation to annually adjust the $350,000 and $1,350,000 thresholds for inflation using the Consumer Price Index and post updated amounts on its website

Maintains the existing $100,000 competitive bidding threshold for state department highway, street, road, and bridge construction projects
