Lowers the threshold for "elevated blood lead level" (EBL) in children from the current 10-20 micrograms per deciliter to 3.5 micrograms per deciliter or the CDC's blood lead reference value, whichever is lower

Replaces the previous two-tiered EBL definition that required either a single venous test at 20 ug/dl or two consecutive tests at 15-19 ug/dl for lead abatement purposes

Aligns Michigan's EBL definition with the Centers for Disease Control and Prevention's current blood lead reference value for children

Removes the outdated definition of "department" as the department of community health and renumbers remaining definitions in the public health code section
