Requires the Michigan legislature to appropriate funds annually to school districts for English language learners beginning with fiscal year ending September 30, 2026

School districts must administer the WIDA ACCESS for English Language Learners or WIDA Alternate ACCESS assessment to be eligible for funding

Students scoring 1.0-1.9 on the WIDA assessment qualify their district for funding equal to 75% of the target foundation allowance per full-time equivalent student

Students scoring 2.0-2.9 qualify for funding equal to 50% of the target foundation allowance per full-time equivalent student

Students scoring 3.0-3.9 qualify for funding equal to 35% of the target foundation allowance per full-time equivalent student
