Establishes a state program providing free school breakfast and lunch to all public school students in grades pre-K through 12, and to special education students up to age 26, including those at the Michigan School for the Deaf

Requires participating schools to join the National School Lunch Program and School Breakfast Program, serve meals at no cost to students, and maximize federal reimbursement by using the Community Eligibility Provision (CEP) when eligible

Mandates that participating schools forgive all existing school meal debt

Requires schools to accommodate students with documented disabilities or medical conditions that restrict their diet, with accommodations signed by a licensed health professional

Encourages schools to offer meals meeting religious or dietary preferences, including vegetarian, kosher, and halal options, when they meet federal meal pattern requirements
