Requires the legislature to appropriate funds annually to public schools for assisting at-risk pupils, beginning with the fiscal year ending September 30, 2026

Defines at-risk pupils by reference to section 31a of the state school aid act of 1979

Sets the funding amount for each public school at 35% of the foundation allowance that school receives under the state school aid act

Creates a new mandatory appropriation requirement by adding section 1310g to the revised school code
