Makes technical and grammatical changes throughout section 2b, including replacing "pursuant to" with "in accordance with" and "upon" with "on" in multiple instances

Contains a tie bar provision requiring House Bill No. 4883 of the 103rd Legislature to be enacted into law for this bill to take effect
