Creates five classes of boiler repairer licenses in Michigan: Class I (non-welding repairs), Class III (low-pressure, hot water supply, and fire tube boilers), Class IV (any pressure boiler except nuclear), Class V (nuclear heat source boilers), and Class P (non-boiler external piping only).

Requires Class V license applicants to demonstrate knowledge of federal nuclear boiler regulations and employment by a company holding a valid ASME N-type symbol stamp for nuclear boiler systems.

Converts existing Class II license holders automatically to Class III license status upon the bill's effective date.

Authorizes the department to promulgate rules establishing requirements for each license classification and permits consolidation of license categories to reduce the total number of boiler repairer licenses.

Maintains the requirement that boiler repairs require a permit from the department, with exceptions for emergency maintenance performed by qualified welders employed by boiler owners using approved welding procedures.
