Requires the Board of Barber Examiners to promulgate rules for mobile barbershop operations within 18 months of the act's effective date, including sanitation standards, safety requirements, and permanent address requirements for recordkeeping.

Exempts mobile barbershops that transport equipment to temporary locations from the requirement that barbershops be completely partitioned from dwellings and not used for residential purposes.

Clarifies that a change in barbershop ownership or location automatically revokes the license, requiring a new application and inspection, though location changes do not apply to mobile barbershops.

Requires mobile barbershop owners to maintain records at a permanent address including appointment records, employee license numbers, and vehicle identification numbers for self-contained facilities.
