Expands occupational license reciprocity to all individuals who hold valid out-of-state licenses, removing the previous requirement that applicants must be members of the armed forces, veterans, or their dependents

Requires applicants to hold an equivalent out-of-state license in good standing for at least 1 year, with the original state having substantially equivalent or higher licensing requirements

Applicants must have no revoked or surrendered licenses, no pending disciplinary actions, and no unresolved complaints or investigations in other states

Maintains existing requirements that applicants pay applicable fees, demonstrate good moral character, and meet any age requirements for the occupation

Preserves the department's authority to deny licenses if issuance would violate federal oversight or licensing guidelines for the occupation
