Creates a new temporary license pathway for international medical graduates who completed medical school outside the U.S. or Canada, practiced medicine abroad for at least 1 year, passed USMLE steps 1 and 2, and hold ECFMG certification

Temporary license requires supervised employment at a federally qualified health center, licensed hospital, or board-approved facility under a fully licensed physician; valid for 2 years and renewable only once

After holding a temporary license for 2 years and passing USMLE step 3, international graduates may obtain a limited license to practice independently in medically underserved areas designated by the board; valid for 2 years and renewable only once

Provides alternative pathway to full licensure for those who have safely practiced under a limited license for at least 2 years, in addition to the existing pathway requiring 10 years of practice experience and clinical academic licensure

Bill is contingent on enactment of HB 4896 (tie bar provision)
