Establishes a formal process for healthcare licensees and registrants to voluntarily surrender their licenses by submitting a prescribed form and their certificate to the department

Department must deny voluntary surrender requests if the licensee is attempting to avoid disciplinary action or if an allegation has been filed against them under section 16231

Individuals who voluntarily surrender their license must wait 8 years before reapplying, at which point they must meet all current licensure requirements as a new applicant

Surrendering a license does not affect civil or criminal liability for acts committed before surrender, and no fee refunds are provided for early surrender

Takes effect 90 days after enactment and makes technical updates to license renewal notification procedures, shifting responsibility from boards to the department
