Enacts Michigan's participation in the Dentist and Dental Hygienist Compact, an interstate agreement allowing licensed dentists and dental hygienists to practice across participating states without obtaining separate licenses in each state

Establishes a "compact privilege" system where licensees in good standing from one participating state can obtain authorization to practice in other member states by meeting eligibility requirements, paying applicable fees, and satisfying any state-specific jurisprudence requirements

Creates the Dentist and Dental Hygienist Compact Commission, a joint government agency composed of one commissioner from each participating state, with authority to administer the compact, promulgate rules, collect fees, and maintain a shared data system for licensure and disciplinary information

Waives Commission fees for active military members and their spouses seeking compact privileges, with remote states having discretion to reduce or eliminate their own fees for military families

Requires participating states to have criminal background check requirements, accept national board examinations, require graduates from accredited dental programs, and maintain continuing professional development requirements for license renewal
