Sets bear backup license fees at $50 for residents and $250 for nonresidents, with the license valid statewide for the entire bear season and usable with unlimited hunters

Prohibits backup license holders from shooting a bear while it is crossing a state or county road

Removes outdated references to pre-March 2014 fee structures while maintaining the current $25 bear hunting license fee and $5 maximum application fee

Requires individuals chasing or locating bear with dogs who carry weapons or own dogs used in the hunt to purchase a $15 bear participation license
