Adds two new felony offenses to Michigan's sentencing guidelines under Chapter 752: "Distribution of prohibited material" (MCL 752.1073(1)) and "Aggravated distribution of prohibited material" (MCL 752.1073(2))

Classifies both offenses as Class B felonies in the "Public Order" category, with maximum sentences of 20 years and 25 years respectively

Takes effect 90 days after enactment, contingent upon the passage of HB 4938, which would establish the underlying prohibited material offenses

Amends the Code of Criminal Procedure to integrate these new offenses into the existing felony sentencing guidelines framework
