Requires manufacturers of products containing ephedrine or pseudoephedrine sold in Michigan to participate in a national, real-time logging system (NPLEx) to track retail sales, effective June 1, 2026

Removes the previous prohibition on selling ephedrine/pseudoephedrine products via mail, internet, telephone, or electronic means, instead allowing such retail sales if products are shipped directly to purchasers and comply with federal law (21 USC 830)

Eliminates previous exemptions for pediatric products, liquid pseudoephedrine formulations, DEA-certified inconvertible products, prescription dispensing, wholesale distribution, and charitable donations

Maintains requirement for retailers to electronically submit sales information to NPLEx before completing purchases, with the system generating stop-sale alerts for prohibited purchasers or quantity limit violations

Violations of online/electronic sales provisions remain a felony (up to 4 years imprisonment and/or $5,000 fine), while violations of record-keeping and sales verification requirements remain a misdemeanor (up to $500 fine)
