Creates the Michigan Achievement Skills Scholarship to provide financial aid for Michigan residents attending qualified occupational training programs, including programs with at least 150 clock hours over 8+ weeks in career-oriented skilled trades like maritime trades

Requires recipients to be Michigan residents for at least one year, have graduated high school or earned equivalency in 2023 or later, enroll within 15 months of graduation, and not already hold an associate or bachelor's degree

Limits scholarship awards to the full tuition amount for up to 2 academic years, with the Department of Lifelong Education, Advancement, and Potential administering the program

Mandates annual reporting to legislative appropriations subcommittees by February 15 on participant numbers, scholarship recipients, and average award amounts by training program

Does not take effect unless HB 4955 is also enacted into law
