Modifies the Michigan National Guard tuition assistance program to reference the newly created Michigan National Guard member benefits fund as the funding source for tuition assistance distributions

Requires the unencumbered balance remaining in the existing tuition assistance fund at the end of fiscal year ending September 30, 2025 to be transferred to the new Michigan National Guard member benefits fund

Adds requirement that fund expenditures for tuition assistance must be made "on appropriation" by the adjutant general

Maintains existing program structure allowing eligible persons and their family members (spouses and dependent children under age 26) to receive tuition assistance for vocational training, certificates, or first associate, bachelor's, or master's degrees

Bill only takes effect if House Bill No. 4953 and one other related bill are also enacted into law
