Creates the Michigan Nonprofit Development Center Program within the Michigan Strategic Fund to support qualifying nonprofit entities with annual revenues under $1,000,000 that have operated for at least 5 years and provide health, educational, environmental, agricultural, arts/culture, or social services

Provides training and technical assistance to qualifying nonprofits covering areas including startup operations, budgeting, board development, strategic planning, fundraising, grant writing, volunteer management, and regulatory compliance

Requires the fund to award grants to at least one statewide nonprofit membership organization with experience serving Michigan nonprofits to implement the training and assistance services

Authorizes interest-free micro bridge loans of up to $25,000 to qualifying nonprofits that have received written confirmation of government grants or contracts but have not yet received the funds, with loans restricted to operating expenses only

Updates legislative committee names for reporting requirements and adds the new nonprofit development program activities to the Michigan Strategic Fund's mandatory annual reporting to the legislature
