Replaces the term "prostitution" with "commercial sexual activity" throughout the Michigan Penal Code and updates related terminology such as changing "prostitute" to "provider of commercial sexual activity"

Increases the age of protection from 16 to 18 years for minors who can be taken for purposes of commercial sexual activity, and raises the age threshold for loitering violations from 16 to 18

Increases penalties for repeat offenders: second offense becomes a felony with up to 2 years imprisonment and $2,000 fine (previously a misdemeanor with 1 year/$1,000), and third offense increases to up to 4 years and $4,000 fine (previously 2 years/$2,000)

Creates a presumption that minors under 18 charged with commercial sexual activity offenses were coerced or trafficked, with the state now required (rather than permitted) to petition for the minor to be found dependent and in danger of harm

Takes effect 90 days after enactment, contingent on passage of 14 other related House Bills (HB 5014-5028), and repeals the current Section 449a regarding solicitation
