Prohibits Michigan school districts from using state school aid funds to pay for bond election costs, requiring those costs to be covered by private donations instead.

Creates an exception allowing school districts to use state school aid funds for administrative costs of general November elections.

Updates the Revised School Code section 1361 governing school district bond elections to conform with current Michigan Election Law citations (MCL 168.301 to 168.316).

Maintains existing requirements that school district bond elections follow state election law and prohibits school board members from serving as election inspectors.
