Prohibits knowingly providing false or misleading information during assisted reproduction procedures, including false representations about embryos, gametes, donor identity, or donor medical history, punishable as a felony with up to 5 years imprisonment and/or $50,000 fine.

Creates a separate, more severe felony for health professionals who knowingly or recklessly use embryos or gametes other than those the patient expressly consented to in writing, including using their own genetic material, punishable by up to 15 years imprisonment and/or $100,000 fine.

Specifies that a patient's request for an anonymous donor does not provide a defense for health professionals who violate consent requirements.

Defines key terms including "assisted reproduction" (methods of causing pregnancy other than intercourse), "gamete" (sperm, egg, or parts thereof), and "family medical history" (complete history of first-, second-, and third-degree relatives).

Takes effect 90 days after enactment.
