Removes all references to "industrial hemp" and the Industrial Hemp Research and Development Act from the Medical Marihuana Facilities Licensing Act, eliminating provisions that previously allowed certain licensees to process, test, or sell industrial hemp

Changes terminology throughout the act from "marijuana regulatory agency" to "cannabis regulatory agency" to reflect updated agency naming

Eliminates the requirement that processors have at least 2 years' experience as a registered primary caregiver (previously required until December 31, 2021)

Removes expired provisions from 2018 that allowed processors to transfer marihuana plants and usable marihuana from former primary caregivers during a 30-day transition period

Contingent on the enactment of Senate Bill No. ____ or House Bill No. 5040 of the 103rd Legislature to take effect
