Removes all references to "processor-handler licensed under the industrial hemp research and development act" (2014 PA 547) from the Industrial Hemp Growers Act, leaving only processors licensed under the medical marihuana facilities licensing act as authorized purchasers of raw industrial hemp

Simplifies the definition of "lot" by removing "subfield" from the list of terms defined in federal regulations (7 CFR 718.2)

Restricts growers from selling raw industrial hemp, intermediary products, or smokable hemp flower to anyone in Michigan except processors licensed under the medical marihuana facilities licensing act

Requires growers to provide sales records only to processors licensed under the medical marihuana facilities licensing act, removing the processor-handler category

Takes effect only if Senate Bill No. ____ (S01375'25) or House Bill No. 5040 (H01375'25) is also enacted into law (tie bar provision)
