Requires utility providers to automatically enroll senior citizens (65+, or 62+ as of October 31, 2023) in winter protection programs beginning November 1, 2025, with enrollment reviewed monthly and disenrollment prohibited except upon death or relocation

Extends winter protection program eligibility to households with children 16 years of age or younger, requiring providers to enroll these customers and make applications available online, by mail, or telephone

Removes the requirement that eligible customers pay 7% of their estimated annual bill to qualify for shutoff protection during heating season; customers need only apply for state or federal heating assistance within 14 days of requesting protection

Mandates providers send bill inserts to customers containing information about winter protection programs, affordability programs, critical care and medical emergency shutoff protection, and in-person assistance services

Requires providers to submit annual reports by April 28 each year detailing the total number of senior citizens and eligible customers enrolled in winter protection programs
